A description of bulk matcha production is often reduced to two ideas: the tea plants are shaded and the leaves are ground. Both matter, but neither describes the full chain. Between the garden and the finished powder sit harvest and lot identity, fresh-leaf handling, steaming, unrolled drying into tencha, refining and milling. Each stage can help explain a sample, yet no process label proves that the resulting powder will suit a particular beverage, bakery, chocolate or frozen-dessert formulation.
For procurement, an attractive process diagram is only a starting point. The supplied sample should connect to a defined raw-material and production path, then retain that identity through lot review and testing in the target application.
Start with the Identity of the Material
Matcha, tencha and powdered green tea should not be treated as interchangeable terms. The Japanese tea industry's public labelling standard distinguishes matcha made by finely grinding tencha from powdered tea produced by pulverising tea more generally. Japan's Ministry of Agriculture, Forestry and Fisheries also describes matcha, in the specific context of Uji tea, as powder made by grinding tencha, while tencha is produced from covered tea shoots that are steamed and dried without rolling.
These references establish an important category distinction: matcha involves more than a green colour or fine particle size. The identity and treatment of the material before milling also matter. The Japanese industry standard belongs to its own market context, while the MAFF account describes a regional production tradition. Destination-market labelling still requires a separate check.
ISO/TR 21380:2022 provides a wider international-trade reference. Its official scope covers information on the cultivation, manufacture, grinding and sensory analysis of tea referred to as matcha in international trade. The technical report excludes several other product forms, including flavoured, mixed, decaffeinated and soluble products. It remains an information framework, not a substitute for the contractual product description or the labelling rules that apply in the destination market.
The Garden Establishes the Raw-Material Starting Point
Shading is a relevant production variable, but one number cannot represent every garden. A controlled study of one tea cultivar found differences in leaf morphology, physiology, biochemical composition and gene expression under the treatments used in that experiment. The result confirms that shading conditions can change the fresh leaf; commercial cultivation and shading parameters still need to be established for the cultivar, region, season and product concerned.
Procurement therefore needs more than the word “shaded”. Ask how growing and harvest units are identified, how pickings are separated or combined, and how unusual growing or harvest conditions are documented. Cultivar, season, field conditions and management can remain relevant even when two materials share the same broad cultivation description.
At harvest, field records enter the factory lot-control system. Published reviews list plucking among the factors involved in matcha production. Procurement teams can focus on whether the fresh-leaf intake links to the tencha lot and, later, to the powder offered for evaluation, rather than ranking manual and mechanical harvesting in isolation.
Fresh-Leaf Processing Creates Tencha
Peer-reviewed literature commonly describes matcha manufacture in two linked parts: fresh leaves are first processed into tencha, and the tencha is subsequently milled. Steaming provides the initial heat treatment. Drying then proceeds without the rolling step associated with some other Japanese green-tea processes. That unrolled route is not a minor detail; it helps explain why tencha should not be described as ordinary finished green tea that has simply been ground.
Drying is also a process variable rather than an invisible transition. A 2024 study compared defined drying programmes using specific tencha samples and found associated differences in colour measurements and chlorophyll-related compounds. The study identifies drying as a variable worth controlling. Commercial drying parameters still require validation for the relevant facility and product.
The next procurement step is to establish how the supplier defines the actual fresh-leaf and tencha process, how lots are identified, and which documents connect the process with the candidate sample. Scientific literature identifies useful questions; supplier evidence and project trials answer them.
Refining Connects Tencha with Milling
Public production descriptions may include removal of stems and veins, sorting, cutting or blending before milling. The equipment and sequence vary between published accounts and operating facilities. These stages are therefore best treated as points for supplier-specific clarification, not as a single mandatory global flow chart.
Ask how the tencha entering the mill is identified, what the refining step removes or controls, whether material from different units is combined, and how the resulting blend is documented. Sorting and blending become useful procurement information when the supplier can show the relationship between the starting material, the process decision and the sample under review.
Milling Is a Process Choice, Not a Grade Shortcut
Milling converts tencha into powder, but upstream differences remain relevant. A study comparing cyclone, bead and stone milling found differences in physical properties, taste-related measurements and aroma under the samples and conditions studied. Milling route and operating conditions therefore belong in the evaluation, while the best choice depends on the target product and supporting results.
For a food application, the assessment still needs to return to the powder and the finished product. Particle-size distribution, flow, dispersion, visual contribution and sensory performance may all be relevant, depending on the formulation and process. A mill name cannot replace those measurements or the application trial, and it should not be translated directly into a grade.
Production evidence and application evidence serve different purposes. The first explains where the candidate powder came from and how it was produced. The second determines whether it performs acceptably in the product and process under review.
Build a Chain That Can Be Reviewed
A practical bulk-matcha review can organise the production chain into four connected evidence sets:
- the garden or raw-material unit and the harvest and lot identity;
- the fresh-leaf treatment and the tencha lot;
- the refining, combination and milling route;
- the powder sample, application trial and subsequent commercial-lot decision.
The required detail depends on the project and on what the supplier can substantiate. Equipment and process sequences may differ, so the useful question is whether the supplier can explain the control purpose at each stage and trace the relationship between raw material, tencha lot, refining, milling and the supplied sample. Terms such as “shade-grown”, “stone-milled” or “high grade” may begin a discussion; the traceable production chain provides the evidence needed for review.
